Decision
Yes, by replacing the current content of MediaWiki:Sitenotice with
{{CZ:Managing Editor/2012/002 - Support of SOPA protests, and specifically the blackout of the English Wikipedia/Sitenotice}}
until 2pm UTC on January 19. Improvements to the design are encouraged throughout this period, after having been tested in a sandbox. Changes in the phrasing require my approval.
