Richard Garwin is a U.S. nuclear physicist who is deeply involved in national security policy. He is Senior Fellow for Science and Technology with the Council on Foreign Relations, and an IBM Fellow Emeritus; much of his career was at IBM.

He was a member of the Rumsfeld Commission.

He has served on the President's Science Advisory Committee and Defense Science Board, and received the R.V. Jones Awardee (1996) for Scientific Intelligence from the United States intelligence community;
