Rewrite needed

Can someone please turn this into a readable article that includes some well-informed information about the economic issues involved and moves a great deal of its secondary matter to other pages. I realise that this is mainly a transfer from Wikipedia, but in my opinion it falls far short of the standard we should require for a Citizendium article.
