Philip George Neal (born 20 February 1951 in Irchester, Northamptonshire) is an English former international footballer whose career in the Football League spanned a total of 21 years from 1968 to 1989. An attacking right back who was an accomplished penalty taker, he played for Northampton Town, Liverpool and Bolton Wanderers at club level and in fifty international matches for England from 1976 to 1983.

In his time with Liverpool from 1976 to 1985, Neal became one of the most successful players in the history of English football. While he was a member of their team, Liverpool won the European Cup four times, one UEFA Cup, seven League Championships and four League Cups. The only major trophy they did not win with Neal was the FA Cup.
