Effectiveness and efficiency
This article seems to treat the terms "effectiveness" and "efficiency" as interchangeable, which they are not. An organisation can be effective without being efficient. That is, it can deliver on its objectives without making the best use of resources. Likewise an organisation can be efficient without being effective. That is, it may have good outputs in relation to inputs, but the outcomes for the target population are poor. Both are desirable, but effectiveness is primary, and efficiency is secondary.
I have made some additions, including some headings, and done some rearrangement, but I cannot alter the text because I do not know the sources cited. --Martin Wyatt (talk) 10:18, 2 February 2015 (UTC)
